Whether you call it cannabis, weed, marijuana or something else entirely, it’s popular in Portland. Recreational cannabis use and possession by people 21 and older was legalized in the state of Oregon in July 2015, and the cannabis scene is flourishing.

But while Measure 91 made having and consuming cannabis legal in Oregon, there are still laws that must be followed (and the growth, sales and consumption of the product remain federal offenses). If you’re visiting and curious, read on to learn more about the current visitor dos and don’ts related to cannabis in Oregon — and to find Portland’s top dispensaries, edibles, CBD spots and more.

Frequently Asked Questions: What Visitors Should Know About Cannabis in Portland

What are visitors to Portland prohibited from doing?

  • Smoking cannabis or consuming cannabis edibles in a public place or in public view. (This includes restaurants, bars, parks, sidewalks, etc.) Use in public is a class B felony and can result in a fine of up to $1,000.
  • Smoking cannabis in most hotel rooms. (Check with individual hotels for their policies.) Cannabis consumption is also not permitted in many short-term vacation rentals (like Airbnb, Vacasa or Vrbo), though some may allow it. Please check with your host or review the rental guidelines if you aren’t sure.
  • Driving or biking under the influence of cannabis.
  • Transporting cannabis across state lines or on waterways.
  • Possessing, owning or smoking cannabis in select cities and counties in Oregon — in other words, there are parts of the state where cannabis remains restricted. Please refer to the specific city or county for the local ordinances.

What can visitors do?

  • Buy cannabis. Limited amounts of recreational cannabis are available for purchase at state-licensed recreational retailers.
  • Consume cannabis on private property and away from public view.
  • Possess up to an ounce of cannabis on their person.
  • Share, give away and receive cannabis (as long as all parties are over 21) within the state of Oregon.

Portland Cannabis Dispensaries

It’s a well-known fact that Portland is a great place to shop, and shopping for weed is no exception. Northeast Portland in particular boasts a variety of top cannabis shops, and Green Muse — a unique hip hop-themed dispensary — is a great spot to start. Peruse high-quality, reasonably priced cannabis alongside hip-hop albums by local and national acts alike. Jayne is another quality option in Portland’s largest quadrant, offering a large selection of flower, edibles, topicals and more in a welcoming, modern environment.

On the south side of town, Serra on Southeast Belmont Street offers high-quality cannabis plus CBD, accessories and apparel — other perks include daily sales (like 10% off edibles on Mondays and 20% off selected flower strains on Sundays) and collaborations with quality Portland brands like Woodblock Chocolate. For another option on Belmont, try the friendly Mongoose Cannabis Co. (an especially good option for first-time smokers) just a few blocks up the street. In downtown Portland you’ll find Mint, a modern, clean dispensary — it’s a great place to hunt for flower, vapes, concentrates, edibles and more. The convenient location — just blocks from top Portland attractions like Pioneer Courthouse Square, Director Park and Powell’s City of Books — is another plus.

Some Portland dispensaries have multiple locations around town, giving you a variety of options for a visit (one may even be near you right now). Broadway Cannabis Market was founded by an Oregonian entrepreneur in 2019 with the goal of establishing a cannabis shop offering great prices and vibes like “a coffee shop meets an electronics store meets an art gallery” — mission accomplished! Find Broadway Cannabis Market locations downtown, in the Pearl District and in the Sellwood-Moreland neighborhood (among other Oregon locations). Lemonnade is the sister brand to popular cannabis company Cookies, and a well-regarded dispensary in its own right.
